What is the Alabama Provider Capacity Project?
The Alabama Provider Capacity Project (APCP) is a statewide assessment to gain an understanding of Alabama’s current capacity to address the substance use and opioid crisis.
The goal of the project is to identify opportunities for decreasing the extent of health disparities related to substance use disorder (SUD) and opioid use disorder (OUD) within Alabama’s low-income communities.
APCP proposes to increase Alabama’s capacity to provide substance use treatment by creating a pipeline to expand provider participation options. This project places great emphasis on promoting the principles of a whole person integrated care, a continuum of care, and seamless coordinated care systems.
The insights gathered from this research could be used to strengthen Alabama’s Medicaid health systems by

- Leveraging existing resources to reduce the morbidity and mortality of SUD,

- Facilitating new provider participation processes, and

- Utilizing telehealth technologies to intensify provider capacity.

What will the Alabama Provider Capacity Project look like?
VitAL will assess needs statewide through focus groups and surveys. Key community members, provider stakeholders and patients throughout Alabama will participate and have the opportunity to provide insights that will contribute to increasing community initiatives, provider participation and capacity, and knowledge of resources.
The VitAL team will use these insights to develop projections regarding state goals for increasing the number, willingness and capacity of Medicaid providers offering SUD treatment services.
VitAL will be involved in all aspects of the collection, management, analysis and reporting of data and will collaborate with the Alabama Department of Public Health and other state data sources.
Leading our community members to recovery
VitAL, AMA and ADMH will ultimately provide a framework to produce projections of Medicaid provider participation and reimbursement rates statewide that will lead to the development of Medicaid paths by county up to the year 2025.
The Alabama Provider Capacity Project is supported by the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as part of a financial assistance award totaling $5 million with 100 percent funded by CMS/HHS.
